Liverpool Heat Network Zone Boundary Consultation

Overview

Liverpool City Council is inviting potential heat network customers, residents, building developers, and other stakeholders to give their feedback on the proposed boundary for a Heat Network Zone in Liverpool City Centre.

The Zone currently proposed includes key anchor loads (a building or facility with a large, reliable, and long-term demand for heat) such as public sector offices and further education facilities at the University of Liverpool, Liverpool John Moores University, and Liverpool Hope University.

How to respond

The consultation on the proposed Zone boundary is open from Wednesday 17 June until Wednesday 29 July.

Data protection

In early 2026, the UK government formalised the implementation of Heat Network Zoning under the Energy Act 2023. This process involves designating specific geographic areas where heat networks are the most cost-effective low-carbon heating solution.

The Council is conducting a consultation on these boundary lines.  The Council is responsible for:

  • Collecting data to refine zone boundaries.
  • Consulting with local stakeholders (homeowners, businesses, and developers).
  • Managing the Zoning Digital Service, which includes interactive maps.

The Council is consulting with you to get your views on the proposed heat network zone boundary in Liverpool City Centre, so we may need to share your information with certain other bodies for the purposes of the consultation and for creating reports. As part of this consultation we will be processing the following Personal Data:

  • Name, email, and postal address.
  • Postcode and property type (crucial for determining connection requirements).
  • Any qualitative feedback provided regarding the proposed boundary line.

The lawful basis for processing this Personal Data is Public Task (UK GDPR Article 6(1)(e)), as the consultation is a statutory requirement under the Energy Act 2023 to facilitate net-zero heat transition.

We may need to share your information with certain other bodies for the purposes of the consultation and for creating reports. This includes the Department for Net Zero and Energy Security and contractors or advisors who provide services to us in relation to this consultation.

Why your views matter

Liverpool City Centre has been identified by the UK Government as a key location where heat networks can provide low-carbon heating. Heat networks are systems of underground pipes that take heating from a central source and deliver it to multiple buildings, such as shops, offices, hospitals, sports facilities and universities. We’re consulting on the proposed boundary for the Heat Network Zone in Liverpool City Centre. This is a chance to share your views and help refine the boundary before it is designated.
