Overview

Pumpfields & Limekilns is an important regeneration area on the northern edge of Liverpool City Centre. The draft Supplementary Planning Document (SPD) sets out a longterm plan for how the area could grow and change over the next 15–20 years. It aims to guide new homes, jobs, green spaces, streets, and community facilities in a coordinated way, helping to create a lively, well connected neighbourhood that links the city centre with Liverpool North. 

What is the Pumpfields & Limekilns SPD? 

The SPD is a planning document that provides more detailed guidance on how development should come forward in this part of the city. It supports the Liverpool Local Plan by setting out a clear vision, design principles, and expectations for new development. 

It explains how streets, buildings, public spaces, and land uses should be arranged so that the area grows in a highquality, coordinated and sustainable way. Once adopted, it will help shape planning decisions and guide investment in the area. 

 Who is the SPD for? 

The Pumpfields & Limekilns SPD is designed for: 

  • Developers, landowners and investors bringing forward proposals 

  • Architects, planners and design teams preparing planning applications 

  • Local residents and community groups who want to understand what is planned 

  • Businesses and employers operating in or near the area 

  • Council officers and Members who assess planning applications 

It provides clarity on what types of development are expected and how they should be designed. 

The Pumpfields & Limekilns SPD is made up of two documents: the Main SPD and Understanding the Context. The Main SPD has been divided into three parts to maintain high‑resolution quality and improve accessibility for users.

Document 1: The Pumpfields & Limekiln SPD 

 The SPD is organised into seven main sections (A-G): 

A. Introduction – explains the purpose of the SPD, the planning context, and how the document should be used. 

B. Vision and Objectives – sets out the longterm vision for the area and the key aims that new development should support. 

C. Sitewide Masterplan Principles – describes the overall approach for the whole neighbourhood, including nature, industry, movement and connectivity. 

D. Character Areas – provides detailed guidance for six parts of the area, covering streets, buildings, public spaces and land uses. 

E. Implementation Strategy – outlines how the SPD could be delivered over time, including viability, land ownership, phasing and delivery mechanisms. 

F. Activation Strategy – identifies shortterm and meanwhile uses that can bring early activity, creativity and community involvement to the area.

 Document 2: Pumpfields & Limekilns: Understanding the Context 

This document traces the area’s history and builds a clear, evidencebased picture of Pumpfields & Limekilns today, giving the SPD a solid foundation to work from. It shows how the area has changed, how it currently functions, and where the main challenges and opportunities lie. By examining land use, movement, environment, heritage and nearby development, it highlights what should be protected, what needs improvement, and what the SPD must respond to.
