Draft Local Plan 2025-2041 consultation
Overview
Liverpool City Council invites you to review and make comments on the draft Liverpool Local Plan for 2025-2041 (selecting the link will open a PDF in this browser window).
Comments are invited from 19th September 2025 until 23:59 on 9th November 2025.
The Local Plan is the key planning document guiding sustainable and inclusive development across the city up to 2041. It addresses the city’s challenges and opportunities, drawing on up-to-date evidence base studies and feedback from public consultation.
In Autumn 2024 we consulted on a Scoping Document which set out the key matters to be covered by the Local Plan. We are now at the Regulation 18 stage of Plan preparation, and the document shared here is a draft of the Liverpool Local Plan which provides more detail with regard to proposed content and draft policies and placeholders. Please note that it is not the Publication Version of the Local Plan, and it is not a complete initial draft plan.
How to respond
The online consultation form linked below, in the box with the purple border, is the council’s preferred route for receiving responses. We strongly encourage you to respond via this site where possible as using Citizen Space greatly assists our analysis of responses, enabling more efficient and effective consideration of the issues raised.
If you are unable to respond via Citizen Space, you may send your responses by email to llp@liverpool.gov.uk.
Alternatively, they may be sent by post to: Liverpool City Council, Planning Policy Team, Fourth Floor, Cunard Building, Water Street, Liverpool, L3 1AH.
If you are replying to this consultation by email or post, please confirm whether you are replying as an individual or submitting an official response on behalf of an organisation, and include the following information:
- your name
- type of respondent or organisation you are replying on behalf of (if applicable)
Please can we also ask that you structure your response in line with the questions in the consultation, where possible.
Call for Sites
Alongside this consultation we are issuing a ‘Call for Sites’, inviting the submission of further sites you think might be suitable for development – such as housing, industrial and commercial development, community uses, shops and services, culture/tourism or a mix of uses. You can also submit sites that you wish to see protected for their current use such as an open space or playing field. It should be noted that we will need to carry out detailed assessments of the site to determine its suitability. To submit a site, please complete our separate Call for Sites submission form.
